In his voluntary court statement, Eberhard von Kurowski describes the dire conditions of the civilian population in the Azaryčy region during the war and the order to establish camps for non-working individuals. Allegedly, von Kurowski carried out this directive only reluctantly. According to him, he renounced his support for the Hitler regime and tried to contribute to the restitution of the Russian population. The testimony in court can be understood as an attempt by von Kurowski to portray himself as innocent of war crimes, since – as by his own narrative – he was only acting on the orders of the commanding generals.
„Sofort bin ich mit einem Protest gegen diesen Befehl aufgetreten; ich erklärte es mit dem Zeitmangel und der Unmöglichkeit der Ausführung durch die Division, weil es zu viel Zeit rauben könnte. Der General-Major Kulmer gab seine Zustimmung ebenso nicht, jedoch lehnte der kommandierende General alle Einwände ab und gab die direkte Anweisung zur Ausführung des Befehls.
Als ich am nächsten Tag den Korps über die Grausamkeit dieses Befehls informierte, bekam ich vom Korps die Antwort, dass „er zwar mit diesem Unternehmen ebenso nicht einverstanden sei, jedoch fordere dies die Armee, und wir müssen den Befehl der letzteren ausführen“. Weitere Widerrede in dieser Sache war unmöglich, denn sie hätten mich dem Militärgericht übergeben können.“1 (German original)
“I immediately lodged a protest against this order; I explained it with the lack of time and the impossibility of execution by the division, because it could take too much time. Major General Kulmer did not give his consent either, but the commanding general rejected all objections and gave the direct order to carry out the order.
When I informed the corps the next day about the cruelty of this order, I received the reply from the corps that “he did not agree with this undertaking either, but the army demanded it and we had to carry out the latter’s order”.
